Moving text

Hi,
I have a picture that I would like to add text too, near someone's head, to suggest that they are saying it. I have been able to add the text, using the "T" option, but don't seem to be able to move the text, after adding it. Can someone tell me how to move the text, and perhaps how to add a border (circle, ellipse) around the text?
