Impossible GRADIENT TEXT ......??????

Hello.
I try use filtre in Text. But any option in Menu -> Filtre is unactive.
Here is steps:
- Open image.
- Open layer (canvas size - black)
- Copy image and paste into layer
- Merge two layers in one
- Open text (color Gray)
- Then i want Menu -> Filtre to select gradient - but no one filtre is active!!!
This is intolerable!!!
The half program is not work!
Or..... the program working only on half!

What is exact steps to create Gradient Text????
..... and why is this "Transform to selection". I use this and "Filtre" stil unactive! This option i see USELESSLY

Right click the text layer you want to use filters on ; -convert text to image layer.
Now you can add all the filters you want. Downside; you cant change the text after you made it an image layer.

Yes, right answer, any filter can only work on an image layer, and not on a tool layer. This isn't so intolerable ?
"Transform to selection" does not be applied on a tool layer, too.
On an other layer, it creates a selection ,(and not a text layer) based on the main choices of the text dialog box.
