Separate Layer For Background Color Only

Hello,

I am trying out the Studio version and am having trouble creating a separate background layer of color for my CD template. I can open a new layer of color, but it takes on the size of the whole template file, which is 8.5 x 11 inches. I don't know how to shrink this layer of color down to just the size I need for the CD template - 6.15 in x 4.88 in.

Conversely, I can use the magic wand to fill the correct area of the template background, but I don't know how to make this into a separate layer.

No, a layer of color works only for the whole size of the image

Yes it's the good way, just a right clic in the selection of the magic wand and Duplicate.
