BUT
How do I do the basics, such as select then drag and drop?
This is, after all, the most basic function in any drawing package and default in PAINT.

use the menu Edit > Cut and Edit > Past (or shortcuts Ctr X and Ctr V)

That is how it is done in every graphical program available. It's the first thing I tried.
Sadly, it doesn't work here.
Never mind, found an old copy of PhotoImpact which actually works and a decent help file to go with it.
