Can't change default values 6.5.3v

I want to change the default open value for a new page from 800 x 600 px but when I enter the new values in the Tools/Preferences/Default Values, and save the new values, the values remain the same every time I open a new page. Thanks in advance for any help.

this setting is not for the New function but for the Fit image function
