Is there any way to change the default "Save as" format listing to .jpg instead of .gif?

the defaut is gif only with your image has transparency because the jpeg don't supports transparency

Pardon, I must not have described my inquiry properly.
The dropdown menu options for Save As, is listed as BMP, GIF, JPEG, PNG, RLE, Targa, TIFF. I prefer to have the dropdown options listed as JPEG, GIF, BMP, PNG, RLE, Targa, TIFF. In other words, I would like to set the order of the options to one I prefer. How can I do this, please.

But you can define a Saving default format in PhotoFiltre : menu Tools / Preferences / Saving

I kind of agree with one point I think the OP was trying to make. I think it makes more sense to, instead of listing the formats in the dropdown alphabetically (which if one's mouse slips can cause a real headache w/re the format of the output file), list them in order of popularity or usability. The age of the BMP, unless you're talking about Windows XP wallpapers, is pretty much passed. PNG can hold metadata, but many software applications can neither read it (IrfanView) nor change it and write back to the file (iView Media Pro, now known as MS Expression Media) once it's read. GIF (in its 89a spec) is great for transparencies for the Web and such, but the number-of-colors (216 web, 256 system) limitation often disappoints those who are inclined to use it. Targa's a nice midpoint format on the road to XCF or XPM, and there are still more than enough Amigas and Sun SPARC workstations to justify its use nowadays. Which brings us back to the Group (as in Joint Photographic Experts...).
Were JPEG the first choice of "Save As" formats, either on-the-fly in a Save dialog or, as Antonio points out, in the application preferences, it would, if nothing else, make PF unique among Windows image editors and viewers. I think you even have to look down an unusually long list in IrfanView in order to find it and then save in it.
