dll file install

Hi I am wondering if someone can tell me where do I install the additional dll file that is recommended to load a filter.. I am puzzled about this..

PF works with plugins you can download on the official website, not with DLL's

Excuse me though their is one file that is a dll that issupposed to be doanloaded for one filter and it is at the bottom of the main plugin page in english.. That is what I am talking about..
