I can tell you as a person who does a lot of photomanipulation that I find the feature very useful.

The best program I have ever worked with that has this feature is RealDraw Pro by Mediachance. If you follow the link below you will see a tutorial I did about 5 years ago and the result from using this feature.

It would be not only a useful feature, but unique, to be able to clone from one layer to another, however when there are more than two layers, it seems the writing of such a sofware feature would become quite monumental, although I know nothing about programming. Does this comment make any sense whatsoever?

==> You can use a layer as pattern (menu Edit) and select pattern option on the clone stamp tool
