in animations there are various layers, and their looping speed can be set by PFStudio before the animation is exported...but in some cases, the layers set to the same looping speed may loop slower than their preset speed especially if their memory is high...can it be fixed within PF Studio or is it because of my PC's capacity...

==> for me it's a display problem not in animation. try with other soft like gif animator or mozilla to test the gif animation...
